What usually goes wrong
Sometimes they mean co-financing. Sometimes they mean partner search. Sometimes they mean local execution plus one official program. If you bundle all three together, the Taiwan side cannot tell who should join first or what kind of commitment is being requested.
Separate structure, funding, and execution early. That makes it easier to know whether the next move is TCCF, TAICCA, another public route, a Taiwan-side producer, or a cleaner project brief.
